NAK: amending proposals to improve the operation of the territorial monitoring system
The National Chamber of Agrarian Economy (NAK) has put together a package of proposals regarding the operation of the territorial monitoring system (TMR) affected by satellite monitoring of uniform support applications. According to experience, the system produces incorrect results in many cases, so farmers receive a non-compliance order from the Hungarian State Treasury (MÁK), the chamber announced on Thursday.
As recalled, the institution of preliminary inspection and the sending out of fall data reconciliations have been discontinued from this year. Instead, farmers receive TMR orders from the Hungarian State Treasury, which are so-called conciliation or satellite inspections.
However, according to farmers’ experience, satellites often do not record data that corresponds to reality
In many cases, it happens, for example, that a different crop is identified instead of the crop actually grown on the plots, or, if there is turf in the rows, the system perceives the area as turf. In the case of summer-harvested plants, it also happens that the system is still “looking” for the main plant declared in the unified application, but there is already stubble or sown second seed on the field.
This is what farmers should do if the data is incorrect
The experiences so far show that a significant part of the non-compliance orders sent by the state treasury (affected by TMR) are based on incorrect data – NAK concluded. Farmers who received an order for non-compliance from the MÁK must correct it as soon as possible on the unified request for data change interface. If, on the other hand, the application was submitted in accordance with reality, they must take a photo of the Mobile Farmer application form, which proves that the application was submitted correctly, the chamber suggested. In view of the large number of complaints, NAK compiled a package of proposals, the purpose of which is to eliminate errors in the TMR system and improve the efficiency of TMR inspections. NAK sent the package of proposals to the officials of the Ministry of Agriculture. It includes a number of clarifications aimed at eliminating typos that have appeared so far. Among the proposals formulated by NAK is the change in the wording of the orders sent out by MÁK. NAK is confident that the package of proposals will help the development of the system. If the system works well, it provides real help to farmers in improving their applications, thanks to which they can get the subsidies they are entitled to without penalty, the NAK announced.
