The regulation concerning crop-enhancing substances has been amended
The relicensing procedure has ended, and the license has automatically become indefinite for all crop-enhancing substances that had a license document valid on January 1, 2024. Another significant change is that it is no longer mandatory to indicate the scope of the license on items manufactured this year.

On January 1, 2024, the AM decree came into force, which amended the 2006 basic decree on crop-enhancing substances for deregulation purposes. Through a measure that enables the simplification of legal requirements, the license documents of crop-enhancing substances with a license document valid on January 1 will be valid for an indefinite period of time with the validity period stated therein.
The authority does not ex officio modify the relevant license documents
However, it is important to point out that if the license document is modified for other reasons, the licensing authority will also modify the validity. Correction of the validity of the permit is not mandatory, however, if required, the permit holder may request it through the administrative amendment procedure, upon payment of a procedural fee. Another change is that, according to the amendment to the decree, it is not mandatory to indicate the scope of the license on items manufactured after January 1, 2024. Nébih draws attention to the fact that the compliance of the crop-enhancing substances with the permit document, as well as compliance with the provisions of the permit document, is the responsibility of the licensee of the crop-enhancing substance. If the composition, quality, origin of the raw material, production technology, manufacturer, etc. of the product change has occurred, the licensee must immediately – supported by tests if necessary – ensure that the product’s license is amended. In the event that, according to the inspection conducted by the licensing authority or the examination carried out afterwards, an already licensed product does not meet the licensing requirements, the license of the fertility enhancer may be revoked by the authority.
The following grace periods apply to products with certificates that expired before January 1, 2024:
- if the authorization period of the crop-enhancing substance has expired, the product can be sold to wholesalers and retailers, as well as to users, until the deadline specified in the permit,
- the wholesaler and retailer may market the crop-enhancing material for 6 months from the expiry of the authorization period specified in the licence,
- the crop-enhancing material can be used up to 18 months from the expiry of the authorization period specified in the permit.
