Simplifications in the management log submission process

As indicated in the announcement already published on January 12, 2024 – in view of the IT difficulties that have arisen – the Ministry of Agriculture has extended the period open for electronic (eGN) submission of the management diary by two weeks, until February 15.

The new procedure developed at the National Food Chain Safety Office is helping farmers. Based on the experience of this year’s student year of the new agricultural support system, in the next support year, the electronic submission of the data in the management diary required for payment will be based on new principles. The department asks the farmers and the advisers and village farmers who help them to pay special attention to the information described below and to the new procedure that has just been developed in cooperation with the organizations involved in the payment of agricultural subsidies in the coming weeks, in order to ensure access to the full amount of the subsidy for all concerned. The most important thing for farmers participating in support programs that require the filling out of various electronic management logs is to create the electronic management log by at least February 15 within the framework of the uploading obligation. Farmers who use pesticides in several practices of the Agricultural Ecology Program (bee-friendly crop protection, no-rotation cultivation, use of biological agents, maintenance of non-productive areas), as well as in the agri-environmental management program (AKG) and the support for organic farming (ÖKO) commitments related to use have been made, it is only possible to check based on the content of the spraying log whether the producer applied plant protection products and whether he used suitable preparations. When creating and filling in the spraying diary, it is imperative to indicate the reasons for which the producer participated in the forms of support in which the diary was kept.

The sanction related to the subsidies cannot be avoided in the case of customers who either did not create an electronic management log at all – including the spraying log – or who distributed a prohibited substance in their area participating in the given subsidy. Therefore, it is particularly important that all producers check the uploading of the spraying logbook by February 15th in relation to the fields where they undertook plant protection limiting practices in the 2023 uniform application.

The National Food Chain Safety Office (Nébih) will send an electronic message to farmers who have made commitments related to the use of pesticides and whose spraying logs are incomplete or for some other reason not filled in properly by February 15, based on which the electronic farming log can be supplemented by the deadline indicated therein part of the spraying log. If there really was no chemical plant protection, there is of course no need to change the fact that the spraying log contains no entries. This also means that the eGN charging is continuous, so it is possible and even necessary to charge and improve the eGN after February 15th, especially the part of the spraying log. From the point of view of the disbursement of the subsidies, it is of utmost importance that the producers provide the data requested by Nébih by the deadline.

At the same time, in the 2023 uniform application, farmers requesting AKG payments should pay particular attention to uploading the nutrient management plan to the eGN. The obligation to submit the eGN does not hinder the scheduling of the partial and final payment of the subsidies requested in the 2023 unified application.
