HANGYA held a conference on the future of producer cooperation
In order to prepare for the CAP cycle between 2023-27, a conference was organized by HANGYA Szövetkezetz Cooperation to learn more about the plans for measures affecting producer communities. At the professional meeting, based on the most important findings of the package of proposals prepared for the Ministry of Agriculture, a joint statement, which can be read in the attachment, was formulated to eliminate the previous difficulties.
“With the package of proposals, we want to help the work of the ministry and the development of the agricultural economy. We hope that it contains comments that are worthy of consideration, and we trust that they will be able to be incorporated into the upcoming calls for tenders,” said Endre Naszvadi, the president of HANGYA Szövetkezetz Cooperation, who published also the statement of the Cooperation of HANGYA Cooperatives.
“The Cooperation of HANGYA Cooperatives welcomes the fact that the Strategic Plan adopted by the EU on November 7, 2022 prioritizes producer communities. It particularly welcomes the government’s efforts to ensure that already recognized producer organizations can also be beneficiaries of the 2023-27. annual support cycle.
Our community considers it a positive step that producer communities are not only entitled to apply for many planned measures, but in the case of a successful application, the intensity of their support is 10% higher. At the same time, we are convinced that the previous method of establishing eligibility should be revised, because the individual eligibility criteria examination of members results in a disadvantageous situation. An important administrative burden could be reduced if the state recognition opened up subject rights for the producer community in some cases when awarding development funds. Thus, for example, we would consider the automatic recognition of recognized plant-growing producer groups as irrigation communities to be realistic.
It would mean priority treatment of cooperative-based producer collaborations in the Rural Development Program to be developed, if a certain proportion of the total frame was announced specifically for producer collaborations in the case of development rights. This is especially true in the case of the title “Sustainability development of agricultural plants” and the movement along the product path, “Development of food processing inside” and “outside” measures.
HANGYA also draws attention to the fact that producer cooperation could be a solution for progress not only in the field of irrigation, but also in other areas, so the wide spectrum of measures offers an opportunity for activities that have so far been outside the scope of support. We could begin to establish machinery circles, or to systematically develop CO2 savings statements, so that only our most significant proposals can be brought to the attention of decision-makers.
The participants of the conference organized by HANGYA on December 9, 2022 confirm their willingness to partner with the government in 2023-27. in finalizing the call for tenders for the 2018 support cycle, so that through the strengthening of the producer communities, they promote the competitiveness of the sector and the population retention power of the countryside.” – reads the statement.
