EU sugar imports fall

The world market price of white sugar was 405 euros/tonne in July 2025. The front-month quotation of white sugar on the London Mercantile Exchange (LIFFE) decreased from 463 dollars (USD)/tonne on 23 September to 458 dollars/tonne on 3 October, with fluctuations. The front-month quotation of raw sugar started at 345 dollars/tonne at the beginning of the period under review and settled at 363 dollars/tonne by the end of the period.

According to data from the European Commission, the average price of white sugar in the EU was 534 euros/tonne in July 2025, unchanged from the previous month. The European Union cannot publish the processing price of white sugar by member state for data protection reasons, so it calculates and publishes three regional average prices from the data reported by member states. In July, the average price of Region 1 (Austria, Czech Republic, Denmark, Finland, Hungary, Lithuania, Poland, Sweden, Slovakia) was 533 euros/tonne, down almost 1 percent compared to the previous month. The average price of the major producing countries in Region 2 (France, Germany, the Netherlands, Belgium) was 526 euros/tonne, unchanged over the observed period. Region 3, which includes the southern countries (Bulgaria, Spain, Croatia, Italy, Portugal and Romania), reached the highest average price, 591 euros/tonne, down about 5 percent from the previous month.

According to preliminary data from the European Commission, the community’s sugar imports in the 2024/2025 marketing year were 592 thousand tonnes by September 19, down 58 percent from a year earlier.

Within the EU imports, sugar imports under the duty-free EPA/EBA (Economic Partnership Agreements/”Everything but Arms!”) agreements amounted to 141 thousand tons as of September 22, a 61 percent decrease compared to a year earlier. Central America used 26 percent of the preferential tariff quota of 204 thousand tons for sugar provided by the European Union for 2025 as of September 19. According to preliminary data from the European Commission, the EU’s sugar exports in the 2024/2025 marketing year were 1,555 thousand tons as of September 18, 3 percent less than a year earlier.
