The breach of procedure, due to the restriction of retail companies in a new stage
The European Commission has informed the Hungarian Government that it has sent a reasoned opinion on the matter, which is the second stage of the procedure.
The legislation prohibits the sale of daily consumer goods to large businesses that operate unsuccessfully for two consecutive years. The Committee, however, considers that this is contrary to the principle of non-discrimination and the right to the freedom of establishment and to the free movement of capital, and can not be justified by overriding reasons of public interest.
