Many farmers reported spring frost damage in their plantations
So far in the 2023 damage mitigation year, producers have reported spring frost damage to an area covering more than 400 hectares, this number will definitely increase significantly due to the frosty nights of the first week of April. The damage mitigation system creates an opportunity to partially mitigate the resulting damage, therefore the Ministry of Agriculture draws attention to the following.
The existence of agricultural insurance plays an important role in determining the amount of damage mitigation benefits. Based on previous practical experience, a change was made from this year, when determining the amount of the damage mitigation benefit, only the agricultural insurance that was taken out before the first damage occurred can be accepted. That is why everyone is recommended to take out the necessary plant insurance in time, the cost of which is subsidized by the state.

The attention of farmers affected by spring frost damage is drawn to the fact that it is definitely worth submitting an electronic damage report to the agricultural damage assessment body (county government office) so that – if the other support conditions are met – the damage to producers can be compensated at a later date. In order to be entitled to the damage mitigation benefit, the agricultural producer, for which they wish to provide assistance, must act carefully when reporting the damage.
What is a spring frost?
Spring frost occurs when the temperature at the place of risk is minus 2 °C or lower, measured at a height of two meters from the ground level in the spring. The producer can find information about this on the website of the OMSZ. It is important that the producer assumes the correctness of the OMSZ data – until proven otherwise – and obligatorily applies it in the damage mitigation procedure. In the case of orchards that have turned to fruit and are professionally cultivated, the damage report must be made as a rule within fifteen days of the occurrence of the agricultural damage event, but no later than the deadline of May 31 of the current year established by law.

In the case of spring frost that causes a decrease in yield, the occurrence of the agricultural damage shall be considered the time when the weather phenomenon occurs in the area affected by the damage. Damaged producers who:
– submitted your claim electronically within the deadline, according to the law,
– in which crop culture – compared to the arithmetic average of the yield of the three years formed by omitting the two years with the highest and lowest yield from the five-year period preceding the year in question – has a yield loss of more than 30% and a loss of production value of more than 15% has been certified by the agricultural damage assessment body,
– he paid the damage mitigation contribution by September 15 and
– he submitted his application for the damage mitigation benefit by November 30, on the electronic application interface that opens in November.
