Damage mitigation applications can be submitted until the end of November
As in previous years, applications for damage mitigation benefits after agricultural damage that occurred in the 2023 damage mitigation year can be submitted until November 30.
In 2023, damaged producers can also submit their application for damage mitigation benefits in the usual way, electronically, from the beginning of November, on the dedicated website of the Hungarian Treasury. The application can be submitted and updated several times within the submission deadline, but the treasury and the agricultural damage assessment body will consider the last application submitted by 24:00 on November 30, 2023. A decision on the application for the damage mitigation allowance will be made by the end of March 2024 at the latest, and the certified damaged farmers will receive the damage mitigation allowance until then. If the producer does not have his own data, the 2018-2022. reference prices and average yield data established for damage mitigation years. The average yield data for the current year will be reviewed by the Ministry of Agriculture in the following year based on the final KSH data, therefore the final average yield to be published next year for the 2023 damage mitigation year may differ from the published one. The amendment does not entitle the producer to subsequently amend his application for the previous damage mitigation benefit.
As in previous years, the amount of the damage mitigation allowance can reach up to 80% of the yield reduction
An important change compared to previous years is that, based on the legislative change, the injured farmer must have agricultural insurance taken out before the first damage occurred, the certificates of which must be attached to the application. If the producer has not taken out insurance for drought, cloudburst, hail, agricultural flood, spring frost, autumn frost, winter frost or storm damage characteristic of the damaged crop, he is entitled to half of the damage mitigation benefit to which he is entitled.
In the 2023 damage mitigation year, farmers have so far filed almost 5,800 damage reports on an area of approximately 98,000 hectares
The most typical damage events were hail damage (30,700 hectares), drought damage (19,900 hectares), storm damage (19,100 hectares) and spring frost damage (12,400 hectares). Drought announcement regarding the 2023 damage mitigation year Bács-Kiskun-, Békés-, Borsod-Abaúj-Zemplén-, Csongrád-Csanád-, Fejér-, Győr-Moson-Sopron-, Hajdú-Bihar-, Jász-Nagykun-Szolnok-, Nógrád- , Pest, Szabolcs-Szatmár-Bereg, Tolna and Veszprém counties will be published in the Agricultural Notice.
