KAP support conditions can be met for all farmers
In exchange for the subsidies, the rules of the new Common Agricultural Policy lay down more pronounced environmental and climate protection requirements compared to previous years, thereby encouraging agricultural practices that improve soil protection and water retention capacity, said Zsolt Feldman of the Faculty of Agriculture of the University of Szeged.
The Secretary of State responsible for agriculture and rural development of the Ministry of Agriculture gave a presentation on the changes in the Common Agricultural Policy and the new agricultural support system at the Farmer’s Day Forum of the Csongrád-Csanád county organization of the National Chamber of Agriculture and the Hódmezővásárhely Economic Association. At the event, Zsolt Feldman stated in relation to the set of conditions for the new farming period until 2027 that the stricter rules required due to environmental and climate, green aspects can be met by all farmers. The state secretary explained: the previously known fund and greening subsidies will be merged, on which the Agricultural Ecology Program will be built. Every farmer can decide to participate in this every year, based on the characteristics of his own farm, his production practices, and his vision for the future. In case of participation in the Agricultural Ecology Program, extra support can be given for environmental and climate protection practices that go beyond the minimum requirements.
The State Secretary talked about the temporary exemptions that the Union will provide to farmers this year due to the Russian-Ukrainian war
In addition, he spoke about regulations related to soil protection, crop rotation and the mandatory maintenance of non-productive areas. This year there is still an exemption from the requirements of the new crop rotation rules, but the cultivation of some plant species in succession is not allowed this year either because of their pests. Until 2027, more flexible crop rotation rules were achieved compared to the EU’s basic expectations, the state secretary said. As he said, the importance of second sowing increases because it breaks the general prohibition of growing crops one after the other.
Zsolt Feldman also addressed the rule of the new KAP Strategic Plan, which makes the amount of redistributive support that a farm can receive dependent on the size of the farm, which amount will be above the basic support.
