The payment of 2022 mitigation benefits will begin
On March 28, 2023, the Hungarian State Treasury (hereinafter: the Treasury) started paying damage mitigation benefits within the framework of the agricultural risk management system. Within a few days, the amount of the damage mitigation allowance deemed legitimate will arrive in the bank account of all affected farmers.
Following the approval of the payment plan prepared by the Treasury, the Ministry of Agriculture took measures to make the funds available out of turn, thus the payment of the damage mitigation benefits will take place before the deadline established in the relevant legislation, until March 31. In establishing the entitlement to the damage mitigation allowance, as well as the amount of the damage mitigation allowance, the Treasury took as a basis the damage events that occurred during the damage mitigation period from November 1, 2021 to October 31, 2022, and were certified by the agricultural damage assessment body according to the location of the cropland, taking into account the fulfillment of the payment of the damage mitigation contribution, and the existence of market insurance, which is a condition for the full-value damage mitigation benefit.
In the 2022 damage mitigation year, farmers reported more damage than ever before
A total of 51,500 damage reports were received, of which nearly 48,000 – due to the extremely rainless weather – related to drought damage. Based on the damage reports accepted by the county government offices as the agricultural damage assessment body, in November 2022, customers submitted nearly 31,000 applications for damage mitigation benefits, the evaluation of which was completed in March 2023. Given that the available resources of the agricultural risk management fund for the current year did not cover the amount of all damage mitigation benefits established for the year 2022, the amount of damage mitigation benefits paid for all eligible producers is 80% of the calculated support amount.
This year, a total of 22,583 farmers will be paid damage mitigation benefits in the amount of HUF 50.65 billion.
