You can find out the legislation related to this year’s unified application

The support period of the new Common Agricultural Policy (CAP) started on January 1, 2023. In recent months, farmers have been able to learn about the essential professional content of the new rules from publications and information forums. The executive decrees containing the detailed rules become final after social consultation.

The social consultation – taking into account the relevant statutory deadlines – lasts until April 18, 2023. The drafts already contain all domestic proposals and solutions that are compatible with EU legislation, the European Commission’s expectations, and the Hungarian Common Agricultural Policy Strategic Plan adopted by it.

Among the eight national implementing laws necessary for the launch of the Unified Applications (EC), there are three comprehensive, horizontal elements (regulations fixing procedural issues, active farmer investigation, environmental conditionality rules), as well as five legal title regulations fixing the detailed rules of the individual subsidies. The affected subsidies are the basic income subsidy, the redistributive subsidy and the transitional national subsidies, the subsidies tied to production, the young farmer subsidy and the agro-ecology program.

In parallel with the legislative work, the development of the electronic application submission interface operated by the Hungarian State Treasury will also be completed

The electronic interface for submitting Unified Applications will open on April 20, 2023, and applications can be submitted from then on. This year, in view of the new rules, the Ministry of Agriculture waives the application of the delay penalty in the case of submitting an application, so applications can be submitted without penalty until June 9.

Preparation continues

However, the preparation of the farmers, the village farmers who help them, the consultants and other contributors is still ongoing, and the trainings and forums continue. It is worth regularly visiting the new thematic website for the description of the KAP Strategy Plan and information about its implementation, which is available at https://kap.mnvh.eu/. In addition, the thematic websites of the National Chamber of Agriculture (NAK), as well as the Hungarian State Treasury (MÁK) and the National Food Chain Safety Office (Nébih) aim to consistently inform farmers.
