Advance payment for uniform applications begins
The advance payment of the increased amount related to this year’s uniform applications will begin on Monday, the Minister of Agriculture said at his Monday press conference in Budapest.
István Nagy announced that the amount of the area-based subsidies, that is, the single area-based subsidy (Single Area Payment Scheme, SAPS) and the greening subsidy, is close to HUF 94,000 per hectare. The amount of the advance payment may not exceed 70 percent. The Hungarian State Treasury will pay a total of almost 322 billion forints as an advance payment and then as partial payments until November 30, which is 23 billion forints more than last year’s amount. This year, it is also an important aspect that as many people as possible receive a uniform payment, and that transfers can start on all possible legal grounds, even after the production-related subsidies of livestock breeders and fruit growers, added the head of the ministry.
According to István Nagy, producers are ending a difficult year
The next one does not promise to be easy either, but the difficulties were mitigated with good solutions, maintaining the safety of the food supply. Among these, he highlighted the deferral of payment of farm loans until 2023, the 14 percent extraordinary interest subsidy to facilitate the financing of working capital, the HUF 3 billion feed transport subsidy for livestock keepers, and the acceleration of insurance claims settlement for drought damage. According to him, the development of Hungarian agriculture is spectacular despite the fact that, in addition to the effects of the war in Ukraine, the EU’s flawed sanctions policy also causes many difficulties. For the time being, EU decisions do not really improve the situation of producers, there is still no news from Brussels about additional resources to offset war and weather damage – said the minister, who said that in such circumstances it is particularly important that, at the request of Hungary and many other member states, it was possible to make an advance payment. He also emphasized that this year was the last submission of applications in the agricultural support system that started in 2015, so everyone involved will be informed to make it easier to prepare for the new rules.
This year, 163,000 farmers submitted a single application for 5 million hectares of agricultural land
Zsolt Feldman, the State Secretary of the Ministry of Agriculture and Rural Development, announced that on Monday 110,000 people will receive a SAPS advance in the amount of HUF 100 billion, after which almost 83,000 will receive an advance of the greening subsidy. He added that the almost HUF 15 billion advance payment for dairy cattle will largely be completed by the end of October. Also this month, young farmers can receive the majority of their support, while small agricultural producers can receive the simplified flat-rate support. According to the state secretary, quick payment is particularly important in the midst of difficult circumstances, and an early transfer can be of great help to many producers.
