The question is valid for those, who read the decree 505/2020.
The answer is no, the Hungarian Government stated, that many news misunderstood the declaration. The fact is, that the government extended the emergency period. Which was needed, to make decree valid for 30 days. (In emergency case the Government decrees are valid for 15 days.)
