Information for dairy cattle, beef and sheep farmers

The database supporting the identification of animals on the electronic interface available for submitting the unified application has been updated, which helps the submission of animal-based support applications with better quality data than before.

The period open for submitting uniform applications will close soon. In order to ensure that the applications for grants of particular importance to livestock keepers are made in a suitable quality by June 9, 2023, the Ministry of Agriculture draws the attention of livestock keepers and the advisors and village farmers who help them to the following.

1. The database behind the personified animals is constantly updated

As a result of improving the quality of data transfer between IT databases, farmers can submit their animal-based applications with fewer error messages and less follow-up work. It is important to emphasize that the data appearing on the application interface must still be checked, as the entrepreneur is responsible for the content of the submitted data. If there were problems with the displayed data on a previous occasion, it is worth visiting the submission interface again, because better quality data will be displayed after the repeated personalization.

If problems arise in connection with the submission, it is important to indicate the specific case directly on the question-answer portal interface of the Hungarian State Treasury. On the Agricultural and Rural Development Portal of the Hungarian State Treasury, users have the opportunity to ask questions of the Hungarian State Treasury after identification. The portal is available at https://www.mvh.allamkincstar.gov.hu. Colleagues of the Hungarian Treasury continuously respond to inquiries within a short period of time in order to ensure that the requests can be submitted after they have been resolved.

2. NÉBIH is constantly looking for farmers who need to update their ENAR data

In the event that there is a discrepancy between the data on the unified application interface and ENAR, it becomes necessary to record and adjust the data in ENAR. In order to update data as quickly as possible, it is recommended to initiate changes on paper or web-based ENAR documents, even before submitting the application. If the farmers indicate the changes on the interface of the unified application, they will be sent to the NÉBIH, who will then immediately contact the stakeholders in order to clarify the necessary actions. Increased attention and cooperation with the authorities are therefore extremely important. In order to ensure that the data in ENAR is up-to-date, the documents belonging to individuals must be submitted before submitting the application.

3. Personalized data can be specified, but this must be done with special caution

It is always recommended to check the data on the animals displayed on the electronic submission interface. Farmers have the opportunity to correct possibly incorrect, incomplete or out-of-date data.

Example: In the case of support for keeping fattened bulls tied to production, it may arise that in the case of an individual born in Hungary, the father animal is not known to the authorities, since insemination took place with reproductive material purchased from abroad. In this case, the farmer can indicate when submitting the application that the professional use of the sire animal can be verified, and the necessary documents will be examined by the Hungarian State Treasury during the inspections.
However, it is important to draw attention to the fact that after the deadline for submitting applications has expired, it is no longer possible to withdraw the incorrect individual who is not entitled to the given title of support.

4. Applications must be finalized as soon as possible

The experience of previous years shows that in the case of animal-based applications, a significant number of applications are submitted in the last days. On the one hand, this exposes the IT systems to a serious load, but on the other hand, it also carries risks in terms of the quality of the requests. In relation to problems detected late, it may happen that there will be no time to ask for help on the interface or from the village farmers or consultants.

Finally, attention is again drawn to the fact that, in addition to the help of village farmers and specialist advisers, information can be found on a number of platforms for submitting applications. The announcements of the Hungarian State Treasury, the thematic publications of the National Chamber of Agrarian Economy, and the dedicated website of the Ministry of Agriculture are still available at www.kap.mnvh.eu. In addition, it is worth highlighting the educational videos available from the indicated website, which guide farmers point by point through the process of submitting individual legal titles.
