Drought caused the most damage in 2024
The weather in 2024 was similar to that of 2022 in terms of precipitation and average temperature, as a result of which drought was again the most typical type of damage. The number of reported damage events in 2024 was 24,110, of which 71.3 percent was related to drought, and 80.9 percent of the total damaged area was affected by drought damage. The Damage Mitigation Fund’s resources for the current year were 34,175 million forints, which is 2.7 and 2.6 times the resources in 2022 and 2023, respectively, so it was able to cover the 29,591 million forints of damage mitigation benefits that were rightfully requested and paid.

The number of members in Pillar I decreased by 4.1 percent in 2024 compared to 2023, from 76,712 to 73,588. Compulsory membership decreased by a similar percentage, by 4.9 percent compared to the previous year, which means 54,762 people. In terms of area, the decrease was smaller, just over 2.0 percent for both total membership and compulsory membership. The number of farmers who voluntarily joined in 2024 was 5,171, which is half the number of those who voluntarily joined in the previous year.

The penetration of arable crops was 93.3 percent, the penetration of plantations was 93.7 percent, and that of vegetables was 93.9 percent in 2024. Almost 86 percent of the damage mitigation benefit paid in 2024 was paid for drought damage, which amounted to HUF 25,435.8 million. This is slightly more than half (51.6 percent) of the payment in the exceptionally drought-affected year of 2022. The remaining HUF 4,160.8 million was spent on hail damage (4.8 percent), spring frost damage (4.5 percent), inland water damage (2.5 percent), storm damage (1.4 percent[1]), and cloudburst damage (0.9 percent) in 2024. Based on the breakdown by crop, field crops accounted for 81.7 percent of the payments in 2024. The field vegetable sector received 12.6 percent of the damage mitigation allowance, while plantations received 5.8 percent of the payments in the year under review. 65.9 percent of the damage mitigation allowance paid went to small enterprises, while large enterprises and medium-sized enterprises received similar proportions of 13.5 and 11.8 percent of the payments. Micro-enterprises received 8.8 percent of the payments.
