In the new agricultural support cycle, after the investment decisions, the period of project implementation is now underway. As a result of the consultation with the banking sector, the ministry is eliminating the obligation to provide proof of self-sufficiency when applying for an advance. With this, we aim to contribute to the smoothest possible implementation of agricultural investments, while ensuring a support system designed in accordance with real needs and producer liquidity – announced József Viski, State Secretary responsible for agricultural and rural development support.

The Secretary of State announced that a significant relief for the beneficiaries of the 80 percent domestic investment support from the resources of the Common Agricultural Policy Strategic Plan, implemented with domestic co-financing, is that in the future, it is not necessary to submit a self-financing certificate to apply for the 25 percent advance, which improves the financial room for maneuver of the agricultural enterprises concerned, strengthening their solvency. This measure is also part of the steps taken to operate a farmer-friendly agriculture, which reduces the administrative burden on farmers, while the assessment of applications is accelerated similarly to payments. The goal is that farmers do not encounter financial obstacles during their developments.

It should be emphasized that the abolition of self-financing certification does not exempt those concerned from the obligation to provide self-financing

The own resources necessary for the implementation of projects must continue to be available, the change only exempts them from the obligation to provide certification. This new regulation will come into force after the modification of the calls for tenders, which will also apply to the already submitted and ongoing advance payment applications, so their assessment will be carried out according to the new, simplified procedure – highlighted József Viski. The Hungarian government considers agriculture to be a national strategic sector, therefore it allows simplified accounting in investment tenders, with a reduced administrative time and the possibility of providing easier advances. It encourages agricultural enterprises to strive to increase financial soundness, cost-effectiveness and added value.
