New EU guidelines help prepare for the application of the EUDR
The European Commission has published new guidance and frequently asked questions to support the practical application of the EU Regulation on the marketing of deforestation-free products (EUDR). The aim of the measure is to simplify the due diligence process and reduce the administrative burden for economic operators and authorities. The implementation of the Regulation is mandatory from 30 December 2025, but preparation is essential now. The newly published materials provide answers to a number of technical and practical questions, which have been prepared based on feedback from economic operators, Member States and international partners. The aim is to ensure a uniform, cost-effective and proportionate implementation of the Regulation across the European Union.
The main simplifications announced by the Commission are as follows:
- Large companies will be able to reuse previously submitted due diligence declarations for products returning to the EU market
- In the case of groups of companies, an authorised representative will also be able to submit the declaration on behalf of the member companies
- Declarations will now be able to be submitted annually rather than per shipment
- The proof of due diligence has been clarified: downstream operators in the supply chain will only need to collect the reference number of the relevant DDS declarations from their suppliers and include them in their own declarations.
In parallel, the Commission has launched a public consultation on the delegated act clarifying the scope of the Regulation and the specific product categories, and is also in the final stages of developing the country assessment system, which is expected to be adopted by 30 June 2025 at the latest.

The office aims to ensure that all relevant actors can prepare to meet the requirements of the EUDR as quickly and accurately as possible.
