NKFH: Every third out of 229 types of construction products failed the inspection

The consumer protection authority examined the distribution conditions of bagged cements, masonry mortars and plastering mortars in 2025. The inspections covered 229 types of construction products, and the National Trade and Consumer Protection Authority (NKFH) found a violation in every third product.

According to the authority’s announcement on Thursday, in the interest of safe homes, construction products are inspected every year The purpose of market surveillance inspections is not only to require the documents necessary for distribution, but also to examine the legality and validity of the declarations of performance and CE markings.

In 2025, bagged cements, masonry mortars and plastering mortars were inspected. Within this framework, government agencies under the professional guidance of the NKFH carried out 101 official inspections in supermarket chains, retail and wholesale units, and at manufacturers.

Deficiencies were found in 37 out of the 101 inspections, 37 percent of the inspections.

The official inspections covered 229 types of construction products, and in the case of every third product, a violation requiring action was found. Government agencies will always take the necessary measures to eliminate the deficiencies discovered, they added.

The most important document for the distribution of construction products is the Hungarian-language declaration of performance.

The declaration of performance contains the basic characteristics and their values ​​that are necessary during design, construction, and the selection of a construction product that complies with the plans in order to construct suitable, safe buildings and structures.

If a product has a substantiated declaration of performance, the manufacturer – in the case of construction materials manufactured according to harmonized technical regulations – also confirms this by placing the CE marking on the product.

In addition, Hungarian language instructions and safety information must be made available to consumers – they explained in the announcement.

A deficiency related to the legality of the CE marking arose in 12 percent of the product types examined.

The declarations of performance were not available for 6 percent of the products inspected. In 16 percent of the presented declarations of performance, violations were found in relation to their content, and in 3 percent in relation to their substantiation.

The announcement highlighted that purchasing a construction product is a great responsibility, as buildings and building structures are made from it.

A construction or renovation is a significant long-term investment for consumers, the expected quality of which and, at the same time, the safety of the buildings can only be ensured with appropriate construction materials.

Conscious consumer awareness can play a major role in achieving this. behavior, therefore, the NKFH draws attention to the fact that consumers should only purchase construction products that have a Hungarian-language declaration of performance, as well as Hungarian-language instructions and safety information, and that the manufacturer has placed the CE marking on the product manufactured in accordance with the harmonized technical specification.

In view of the experience of the inspections already conducted and the new products appearing on the construction products market, the continuous presence of the market surveillance authority in this area is still justified, therefore, the market surveillance inspection of construction materials will receive even greater emphasis in 2026 – promised the NKFH.
