Why is the EU investigating the Széchenyi Rest Card and the Erzsébet voucher?

Currently three banks (OTP, MKB, K & H) corresponds to the issuing conditions of the Széchenyi Rest Card. This can limit the entry of other businesses. Only the National Holiday Foundation is entitled to the issuing of the Erzsébet vouchers, while previously any firm could do it.
According to the current EU legislations, these restrictions, are only possible, if they are not discriminatory and an overriding public interest can be linked to them.
