The submission of uniform applications for 2023 has started
The legislation required for the submission of uniform applications for the new support period of the Common Agricultural Policy has been published, so farmers can submit their applications without penalty on the electronic interface of the Hungarian State Treasury from April 20, 2023, i.e. from tonight until June 9, 2023.
In recent months, farmers have been able to learn about the essential professional content of the new rules from publications, professional materials and information forums. The implementing decrees containing the detailed rules were published on April 19, 2023, in the 2023 No. 58 of the Magyar Közlöny after social consultation.
The legislation can be read here: https://magyarkozlony.hu/dokumentumok/51d4114cf50b0ce83aafe2245108ce4e503b4747/megtekintes
This officially marks the start of the implementation of the new Common Agricultural Policy in Hungary, and nearly 162,000 farmers can submit their first unified application for support entitlements announced under the new system and under the new EU rules. The electronic interface for this purpose will be opened on April 20, 2023, in the evening hours, and from then until June 9, applications can be submitted without penalty. (This year, due to the new rules, the Ministry of Agriculture waives the application of the late penalty.)
Several horizontal elements and legal title regulations support the submission of applications
Among the eight national implementing laws necessary to start the application submission, there are three comprehensive, horizontal elements (regulations fixing procedural issues, active farmer investigation, environmental conditionality rules), as well as five legal title regulations fixing the detailed rules for each subsidy. The affected subsidies are the basic income subsidy, the redistributive subsidy and the transitional national subsidies, the subsidies tied to production, the young farmer subsidy and the agro-ecology program.
However, the preparation of the farmers, the village farmers who help them, the consultants and other contributors is still ongoing, and the trainings and forums continue
It is worth regularly visiting the new thematic website for the description of the KAP Strategy Plan and information about its implementation, which is available at https://kap.mnvh.eu/. In addition, the thematic websites of the National Chamber of Agriculture and the National Food Chain Safety Office also aim to provide farmers with consistent information. In addition to these, the usual information notices related to the submission of applications will soon be available on the website of the Hungarian State Treasury.
