GVH: Artificial intelligence will also transform competitive conditions

The Hungarian Competition Authority (GVH) also participated in the inaugural meeting of the Hungarian Artificial Intelligence Council in Budapest. The GVH has been intensively investigating the impact of artificial intelligence (AI) technologies on market competition and consumer decision-making for years. According to the national competition authority, the correct application of AI is a fundamental competitiveness issue, because its efficiency-enhancing capabilities can serve as a breakthrough for medium-developed countries, while consumer protection must be given priority. The work of the newly established body – led by Government Commissioner László Palkovics – contributes to this.

The Hungarian Artificial Intelligence Council (Council) was established by Act LXXV of 2025, which entered into force on 1 December 2025. In accordance with the provisions of the law, the Hungarian Competition Authority (GVH) is a permanent member of the body, among others.

Csaba Balázs Rigó, President of the GVH, highlighted the establishment of the Council: “With its efficiency-enhancing capabilities, AI can serve as a breakthrough for medium-developed countries. This effect requires the widespread application of artificial intelligence, especially among small and medium-sized enterprises. This requires state coordination and coordinated involvement, which is now ensured by the Hungarian Artificial Intelligence Council.”

The national competition authority has been actively dealing with various aspects of artificial intelligence technologies for years. In 2024, the GVH – among the first European Union competition authorities – performed a comprehensive market analysis in order to map the effects of AI on market competition and consumer transaction decisions.

The GVH market analysis – among other things – pointed out that the application of artificial intelligence can increase the competitiveness of domestic small and medium-sized enterprises, and that the targeted development of self-learning systems based on small languages, such as Hungarian, is a particularly important factor for a country’s data sovereignty, data security and the preservation of its cultural identity.

That is why there is an extraordinary It is significant that the GVH achieved a commitment of historic proportions from the perspective of the Hungarian language in its proceedings against Microsoft, which were concluded on May 30, 2025. The global technology company initiated the implementation of a comprehensive commitment as a result of the investigation by the Hungarian national competition authority. The essence of this is that Microsoft trains its artificial intelligence-based systems on a properly prepared dataset based on 10 billion Hungarian word associations and makes the dataset usable for other AI systems.

The revised national AI strategy adopted in September 2025 is in line with the proposals formulated by the GVH experts on several points.

Csaba Balázs Rigó, President of the Hungarian Competition Authority, pointed out in connection with the establishment of the Hungarian Artificial Intelligence Council: “In the future, artificial intelligence can become a real value if its application is transparent, fair and accessible to everyone. However, for this to happen, it is essential that consumers receive accurate information and can make informed decisions. Only in this way can we create a digital environment that both encourages innovation and protects the interests of users – especially vulnerable consumers, children, families, the elderly and the sick” emphasized Csaba Balázs Rigó, President of the Hungarian Competition Authority.
