According to current Minister for Environment the Danish Ida Auken, the majority of the member states consider the right to have a national responsibility on this issue as necessary. Seven Member States (other sources say Germany, France, Great Britain, Belgium, Ireland, Slovakia, Bulgaria), however, could not accept the text being discussed. (Veres Béla, MTI)
