Qualified Cluster Titles Awarded for the First Time
On September 3, 2025, the Cluster Certification Board awarded official Certified Cluster titles for the first time, within the framework of the Cluster Development Strategy of Hungary adopted in November 2023. The program aims to strengthen innovation performance and networking in Hungary’s key economic sectors, the National Development Center reported.
The new certification system operates under the GINOP Plusz 1.1.5-24 call and distinguishes three categories: registered, industry and innovation cluster. Although the titles do not come with direct financial support, they are essential for accessing cluster-specific schemes within GINOP Plusz and other development programs.
The Board evaluated twelve cluster applications, of which nine received certified status, while two will continue their activities as registered clusters.

Hungarian Medical Manufacturers and Service Providers Cluster – healthcare technology development

Software Industry Innovation Pole Cluster – information security, ESG and sustainability

ArchEnerg Metal Cluster – renewable energy and international market building

MIRBEST Gastro-Innovation Cluster – development of gastronomic value chains

Hungarian Construction Progressive Cluster – joint procurement and energy optimization solutions

South Transdanubian Mechanical Engineering Cluster – vocational training and technological innovation in mechanical engineering

Pannon Wood and Furniture Industry Cluster – R&D and international competitiveness

IFood Food Industry Cluster – cooperation among food economy stakeholders

Hungarian Cybersecurity Cluster – regional IT protection and workforce training

Biotechnology Innovation Base Cluster – academic-industrial biotechnology cooperation
From now on, the certified clusters will have access to targeted policy and development tools that support their international market presence, innovation projects, and structured cooperation.
The next submission phase will take place between September 25 and October 9, 2025. The long-term goal of the strategy is to strengthen a nationwide cluster network, making it one of the main pillars of Hungary’s competitiveness.
