BDO: The extended producer responsibility system brings new burdens and new tasks
The government decree on the detailed rules for the operation of the extended producer responsibility (EPR) system (Government Decree 80/2023. (III. 14.)) has been published, according to which, from July 2023, product manufacturers bear the financial responsibility for the waste management of the product during its entire life cycle – draws attention to the tax consulting business of BDO Hungary.
The new regulation is part of the European Union’s package of measures aimed at the green transition and the creation of a circular economy. Accordingly, the EPR system affects products that play a role in the objectives of the circular economy, such as – among others – packaging, certain single-use plastic products, electrical and electronic equipment, batteries and accumulators, motor vehicles, tires, office and advertising paper, cooking oil and grease, certain textile products as well as wooden furniture. This range of “circular products” is much wider than the products currently subject to the environmental protection product fee, and the manufacturer bearing the extended responsibility can be not only the domestic producer, but also the importer – highlights two important circumstances, Dóra Kardos, head of BDO Hungary’s tax consulting business senior tax manager.
