AM: Minister of Agriculture declares force majeure due to April frost damage
The spring frost damage that occurred at the beginning of April is recognized as a force majeure event for the entire territory of the country by István Nagy, Minister of Agriculture. The affected farmers can submit applications related to the extraordinary situation to the Hungarian State Treasury within 21 days of the damage event, the Ministry of Agriculture (AM) told MTI on Friday.

According to the announcement, based on Section 3 (7) of Decree 23/2024. (IV. 9.) AM on the procedure applied in the event of unavoidable external causes (force majeure) related to measures financed from the Common Agricultural Policy and the national budget, the Minister of Agriculture recognizes the occurrence of a force majeure situation for the entire territory of the country due to the spring frost observed between 6-11 April 2025.
It was emphasized that the Minister of Agriculture exempts farmers from proving the damage by declaring a force majeure situation
However, regardless of this, for the recognition of force majeure, the application specified in Section 5 of Decree 23/2024. (IV. 9.) of the Ministry of Agriculture must be submitted to the Hungarian State Treasury within 21 days of the occurrence of force majeure. Farmers participating in the damage mitigation system can submit their applications for compensation until May 31 – the Ministry of Agriculture’s announcement reads.
