Position statement of the Hungarian Shopping Centers Association regarding the amendment to the regulation on commercial real estate
The draft amendment to Government Decree No. 143/2018 (VIII. 13.), known as the “plázastop” regulation, has been published. The proposal affects the rules governing the occupancy of commercial properties—including retail units located in shopping centers and hypermarkets, many of which are operated by members of the Hungarian Shopping Centers Association (MBSZ)—and therefore carries major implications for the entire retail real estate market.
As a key industry advocacy organization, the MBSZ has immediately placed the draft amendment on its agenda, initiating an assessment of its implications and preparing possible professional comments. The association’s members, working together and with the involvement of industry experts, are jointly analyzing the draft from a practical perspective and preparing recommendations to submit to the legislators.
The MBSZ is committed to open professional dialogue and aims to collaborate with all stakeholders—including decision-makers and partner organizations—in order to ensure that the regulatory framework supports job preservation as well as the competitiveness and further development of Hungary’s retail sector.
The association believes that joint reflection and constructive consultation with affected parties can contribute to the creation of a well-functioning, predictable, and growth-oriented environment. Through its proposals, the MBSZ seeks to contribute in a professionally grounded and supportive manner to the government’s key economic stimulation efforts.
