A 7 pm close could affect 30,000 stores out of 120,000

The 19-hour closing on November 11 will affect only some of the stores. Out of a total of more than 120,000 stores (food, manufactured goods, gas station), the number of those affected by the 19-hour store lock is below 30,000. (In the statistics, the data at the end of 2019 show more, but we have already deducted the forced mid-year shutter drawings, starting from the fact that previously the number of stores decreased by 3-4 thousand per year.)
